Keeping kids busy on snowy days can be difficult. This polar bear mask might do the trick?

I can see using this template for other bears as well. Is there a way to paint cotton balls? Maybe spray paint? Without them looking so dingy & weighed down by the wetness? I know it'd dry but it may get a weird texture.
Is there an alternative to cotton balls? I know there are pom poms in craft stores but they won't have the same effect in my opinion.
 
I think the creators were just trying to make it as simple as possible? Kids, of course, want a messy craft LOL
